But are the transformative agreements sustainable in the long run? The cost increase for paying for both reading and publishing has been significant and this has burdened the higher education institutions and mainly its libraries. In the future, we must discuss between the higher education institutions how we should distribute the costs between us when the agreements change to be based entirely on publishing costs. This can lead to the research-heavy universities having to bear the bulk of the costs and it will probably not be sustainable. There are also other ways of open access that have not been worked on so much in Sweden at present. We need to investigate alternative platforms for the services of commercial publishers. It would have been desirable for the publishing infrastructure to be an area that was pointed out in the ongoing e-infrastructure investigation. The financing of open access could also have been included as part of the investigation. To meet the problems associated with the financing of open access, the Swedish Association of Universities and University Colleges, SUHF, is putting together a group of researchers, financiers and negotiators to come up with strategies for how Sweden should negotiate with the commercial publishers and investigate alternative publishing platforms...."
