"When scientific and scholarly publishing is no longer seen as copyright exploitation but as a service, as is the case in the OA paradigm, there is a need for a market where quality of the service can be matched against price. So, once the Journal Score Card was developed (see A brief history below) it was a natural step to create a place where information about actual journal prices, that is publication fees, was available as well. The idea of the Quality Open Access Market – QOAM - was born. As QOAM will be operating in a nascent market, both its journal quality indicator and the information about pricing are in their infancy and may need further development. But one has to start somewhere...."
