"Three years after the California system’s Academic Senate approved a bold plan to make faculty research freely available, only 25 percent of professors are putting their papers in a state-created repository. Other universities have experienced similar faculty inertia and have sought to counter it by reaching out to professors in person. But such solutions are more of a challenge for a large, financially strapped system like California’s. ..."
