While the private appropriation and use of the knowledge produced is expected that scientific publications are available but rarely free to taxpayers. This has to change! ...The fact is that more than ten years after the first Community demands for open access to publicly funded research still worldwide billion euros for the repurchase of scientific publications (or subscribing) paid to private publishers - from public funds. Only time librarians and researchers develop an understanding of the absurdity of Closed Access Systems. An idle legislature has long hampered by an unclear legal dissemination of Open Access.
The fact that research funded by tax dollars and thus the working time of employees of public institutions fueled a business model, but is not worth keeping state. A society in which education and knowledge to be responsible for the long-term growth of an economy should, do not obstruct the free access to already funded research. Based on the recommendations of the Budapest Open Access Initiative in the year 2012 and the recommendations of the Project Group Education and Research of the Study Commission on Internet and digital society, the federal government must therefore finally provide the following parameters: ...[Five recommendations follow]...."
