From the English version at ROARMAP: "As the French Government prepares to take a position on Open Access,the Association of University Library Directors (ADBU) re-affirms its suppport for the Green Open Access Self-Archiving -- the deposit of article full-texts in open archives -- subject-bases, national or institutional...ADBU has strong reservations about a so-called "balanced" policy between Green OA self-archiving and Gold OA publishing: The latter would entail doubling efforts (and expenses) just to provide competing means of providing OA. France has already made a substantial investment in Green OA (creating HAL and institutional repositories). The French public purse cannot commit itself in parallel to the two roads to OA -- particularly as the costs of Gold OA risk imposing unaffordable short-term costs on institutions...."
