Representatives of Argentina, Brazil, Colombia, Mexico, Chile, Ecuador, Peru, Venezuela and El Salvador agreed to create institutional repositories of scientific publications....The project involves the creation and operation so interoperable repositories of scientific publications of Argentina, Brazil, Colombia, Mexico, Chile, Ecuador, Peru, Venezuela and El Salvador. Members signatories undertake: that researchers and beneficiaries of funds public research results published in accordance with the principles of public access, to develop tools and mechanisms to assess contributions in the field of open access and tools to generate measure research repository of the region. In this manner support and facilitate equitable access to scientific production of Latin America as a regional public good, supporting their circulation through internet...Estimates by the Inter-American Development Bank, an institution that funding the project, regional strategies for Open Access could benefit more than 700,000 teachers, 70,000 researchers and 15,000,000 students in Latin America...."
