Denmark's Aalborg University adopted an OA policy. From Google's translation of the Danish policy : "Management at Aalborg University has decided to implement an Open Access Policy applies to all scientific literature at the university. This encourages researchers at Aalborg University to work for free and open access to university research....It is recommended to publish in Open Access journals, where they are on the same level as the other respected journals in the discipline. Is publishing in an Open Access journal is not an option, the researcher should choose a journal allowing parallel publishing in VBN [the institutional repository]. If the researcher assigns his publishing rights, you should at least retain the right to parallel publishing in VBN. AAU want a full text of all publications published in VBN. When a researcher adds a full text to VBN remains copyright by the author(s)...."
