(Undated but apparently 2008.) Abstract: The purpose of this paper is to describe the role and function of a mandate which is much more than getting a repository populated. An account of the University of Pretoria’s efforts to get a mandate for journal articles and the way the mandate will be implemented is used as demonstration.
