The report never uses the term "open access". Excerpt: "Repositories have become a common feature of the landscape of UK universities over the past few years. Persuading researchers to deposit their publications in the repositories, however, has proved a difficult challenge: the proportion of publications lodged in repositories remains relatively small. UCL is the only one of the four universities to establish a requirement that their researchers’ publications should be deposited in the repository....Universities should ensure that researchers have access to relevant web-based and other tools to support the sharing of documents and data across institutional boundaries...."
