Excerpt: "The ethic of public access sounds appealing and it is, but there can be downsides. Properly construed, in the productive economy, proprietary models can serve to increase the amount of information created more than open, non-proprietary ones do....Open access policies are, of course, almost impossible to avoid when government is funding the science. Transparency is critical when government is involved since government does not rely on voluntary arrangements. Thus, the analytic basis for, say, air pollution regulations should be available. In contrast, no one should be able to demand that a scientist disclose the recipe for Red Bull...."
