Open access mandate in the National Science Library (NSL), Chinese Academy of Science (CAS)

Summary:

"In February 2009 [China's National Science Library (NSL) and the Chinese Academy of Sciences (CAS)] launched a Knowledge repository and mandated the NSL members to deposit all their articles 1 month after the publication. The articles submitted by the NSL members will be the indicators of research performance during the annual performance evaluation, which impacts the faculties’ and staffs’ salaries, tenure and promotion. To support the project NSL drafted addendums and licenses, including Copyright License Addendums, Conference proceedings Archiving License and Journals Archiving License. NSL encourages each CAS institutes to launch institutional repositories, and plans to federate them into the repository network. To advocate for open access and to build capacities NSL set up the Chinese Open Access Portal."
