Summary:

I make no apology for returning to the topic of Open Access (OA) (see Rushby, 2009). Following the publication of the Finch Report in June 2012, it has been a major topic of discussion for journal publishers, journal editors, authors, learned societies and libraries throughout the UK. Although the report's recommendations are focused on the United Kingdom, they have broader international implications: many journals, including The British Journal of Educational Technology publish papers and attract readers from across the world. The subject was discussed at a two day conference in November 2012, organised by the Academy of Social Sciences 1 and attended by 140 delegates from all these constituencies.
