[From Google's English] "University libraries may digitize textbooks without the consent of the publishers in order to provide electronic reading places. If the user but to print the book or save to a USB stick, the publishers have a right to a 'reasonable' financial compensation. This was decided by the European Court of Justice (ECJ). According to the Court publicly accessible libraries should in principle promote research and private study.Therefore, they can digitize books from their stock and offer to special reading terminals, instead of having to purchase the corresponding E-Books.  This right does not include in the opinion but the free print or save the books on a stick. For such reproduction rights holders would be entitled to compensation ..."
