"The big stumbling block during the negotiations was the transition to open access. Universities would rather not have their scientific papers behind a pay wall disappear. The results of publicly funded research should be freely accessible to all, is the idea. Elsevier will provide more opportunities for open access. In 2018, thirty percent of Elsevier articles by Dutch authors should be freely available. The deal will start in 2016. The details, such as how to keep track of the number of open access articles in the coming period to be worked out. The cost of the deal are not disclosed. There had already been a deal with publisher Springer. Now open access sometimes even possible Elsevier Journals, but not as often. The universities do not know exactly how many Dutch Elsevier articles are now published in the open access ..."
