In December 2015, the University of Rostock was the first university in Mecklenburg-Vorpommern adopted an Open Access Policy, in which it recommends that all scientists to follow this Open Access ideas and submit their contributions in Open Access journals publish and monographs and collected works on Open Access platforms. The University of Rostock strongly encourages all scientists to exist when concluding contracts with author scientific publishers on the exploitation rights of the electronic versions. Prof. Ralf Bill as an initiator of the Declaration points out that there is in this respect in the various fields of science, a wide variety. While in medicine or the natural sciences Open Access publications are common, there is in the humanities and engineering another publication culture. The plan is to consult scientists at the University of Rostock, on what they have to pay for Open Access, which journals are recommended and how they can adjust their contributions online. For this, the existing at the University Library repository will be expanded to an open-access online archive. And also in the teaching of the Open Access approach should be taught, because for the most part today digitally operating means students Open Access direct and enhanced access to scientific articles."
