"Plan S and its potential effects on the scientific publication culture are currently among the most intensely discussed topics internationally, especially in the open access community, but also in the library sector. The following article takes up these debates from the perspective of the international research community and highlights important actors and fundamental positions in the discussion of the open access initiative. It outlines their development from the announcement in September 2018 to the appearance of the revised version at the end of May 2019 and examines the extent to which the requests to speak from scientists and research groups were incorporated into the revisions of Plan S. Their increasing importance - especially with regard to a broader acceptance of the Plan S strategy among researchers - is reflected in several feedback campaigns initiated by the cOAlition S. One of the consequences of Plan S is thus an intensification of the long-standing discussions about scientific publication cultures, which will increasingly require libraries as contact persons for universities and science."
