The University of Southern California's Center for Religion & Civic Culture has released a new report about faith-based organizations (FBOs) and disasters. According to the report, over 60 percent of Americans turn to their religious leaders first in times of crisis. Still, governments have often been hesitant to work with FBOs in disaster situations.

The report explains why FBOs should be more involved in disaster preparation, management, and relief. It also discusses what barriers currently exist to further include FBOs. Finally, it describes the benefits of bringing the work of public agencies and FBOs together to address social needs.

The report presents three general recommendations for governments :

  1. Strengthen Existing and Enable Emergent Networks
  2. Build Knowledge Within Public Agencies
  3. Assist and Partner with Faith Groups
