To "Legislate" and/or to "Legitimize": SUMMARY: Harvard's Stuart Shieber is right in his reflections on the word "mandate," which is only useful if it helps get a deposit policy adopted and complied with. Author surveys and outcome studies show that most authors comply with self-archiving mandates willingly, so why do they need a mandate at all? This posting tries to answer this question.
