Funder Grant Conditions, Fundee/Institutional Compliance, and 3rd-Party Gobbledy-Gook

Summary:

The rational way for a funder to mandate deposit is to put the onus for compliance exclusively on the grantee and the grantee's institution, as with all other funding conditions, rather than to offload it willy-nilly onto non-grantee 3rd parties (whose services may be paid for, but who certainly are not being paid for repository deposit but for Gold OA publishing).
