EPA may take over enforcement of clean water law in Iowa

A recent article in the Des Moines Register reports that the federal Environmental Protection Agency (EPA) is threatening to take over the responsibility of the Iowa Department of Natural Resources (DNR) to enforce the Clean Water Act. An EPA report issued in July concluded that the DNR is failing to inspect hog factories properly, failing to respond to about half of the documented cases of illegal water pollution, imposing inadequate finds when they do act, and failing to follow their own plans for improving their enforcement record.
