NSA Antennas

Summary:
Interesting article on the NSA's use of multi-beam antennas for surveillance. Certainly smart technology; it can eavesdrop on multiple targets per antenna.
I'm surprised by how behind the NSA was on this technology. It's from at least 1973, and there was some commercialization as far back as 1981. Why did it take the NSA/GCHQ until 2010 to install this?
