Ethics and Governance of AI Initiative Director Tim Hwang lays out a theoretical model of platform moderation, and how sites like Twitter and Facebook should think about when and why to suppress certain objectionable content. "There are situations where advocating for a more aggressive, uniform moderation policy which depresses the engagement of all users is the easier lift than trying to create pressures that force the hand of the platform in taking action on specific harmful populations."
