The broad definition of the notion of hatred, the rapid reaction requested from platforms, and the risks of financial sanctions in Article 1 of the proposed Bill do not respect the requirements of proportionality and necessity that are imposed on all restrictions of fundamental freedoms in any democratic society. We fear a high risk of widespread censorship.
