From Google's English: "With the promotion of open access two main promises are theoretically connected: free digital access to scientific publications and for all exemption from the "spiraling costs" for public libraries. In practice, almost exclusively gold, green and hybrid models are implemented as business models for-profit large publishers at the universities. The Salzburger communication scientist Manfred Knoche characterizes this practice forms critical insofar as meanders, as propagated goals are thus largely missed. He presented instead as a model a way autonomous and cost to realize an emancipatory noncommercial transformation of science communication at the universities without-profit publishers."
