Slovakia: Open education and open science in Open Government Partnership Action Plan 2017-2019 : OpenAIRE blog

Summary:

"Slovakia has been a part of the Open Government Partnership (OGP) since 2011. On March 1st, 2017 the 3rd Slovak OGP Action Plan for 2017-2019 was approved. It contains six topics: open data, open education and open science, government open for dialogue, open justice, evaluation of application practice and feedback. 

The Open Education and Open Science chapter includes 17 tasks and the two most important ones are the following:

  • to establish and operate a repository for storing, accessing and long-term archiving of Slovak scientific and professional publications, research data and gray literature; and also
  • to establish and operate a repository for long-term archiving and access to open educational resources (OER).

Other tasks focus on using the Creative Commons Attribution license (CC BY) for OER and on ensuring the implementation of CC BY for documents, methodologies, manuals and procedures to maximize dissemination, use and re-use of  research outputs.

The development of Open Access publishing policies is also among the tasks; as well as support for translating OER from other languages to Slovak; OER awareness raising; research data management; curation and the establishment of a benchmarking and monitoring mechanism.

One of the final tasks is establishing a Contact Office for Open Access, which is now a part of a new organisational structure of our organisation – Slovak Centre of Scientific and Technical Information (SCSTI) – the National Open Access Desk in Slovakia. The office operates within the Department for Support for Open Science and research along with Open Science publishing. We will be working on our new Open Access website, disseminate information about Open Access publishing, participate in the OpenAIRE2020 project and prepare accredited courses on Open Access for librarians and researchers.
