Summary:

From Google Translate: "The 'Open Science Monitor' of the EU Commission is  online .

[...]

A detailed description of the methodology can be found on the website of the monitor ( PDF ).The monitor is based on the following sources: 101innovations, Altmetric, arXiv, bioRxiv, Clarivate Analytics, F1000Research, figshare, GenBank, Helmholtz Center for Environmental Research , OpenAIRE, PeerJ preprints, Publishers, re3data.org, RePEc, SHERPA / RoMEO, SHERPA / JULIET, Taylor & Francis and Wiley. In future, further sources , eg for the open accessibility of scientific software and Open Educational Resources are to be integrated.

The Expert Group on Altmetrics, which is being advised by the European Commission's Directorate-General for Research and Innovation, has published its launch report , 'Next-generation metrics: Responsible metrics and evaluation for open science', on the subject of metrics for Open Science .

The five core statements of the readable report are: 'An open science system should be grounded in a mix of expert judgment, quantitative and qualitative measures'; 'Transparency and accuracy are crucial'; 'Next generation metrics should be underpinned by an open, transparent and linked data infrastructure;' and 'Measure what matters'. This proposes a significant change of course in the evaluation of research performance.

The experts of the working group also recommend that the standard ORCID for the identification of authors and other stakeholders in the research process should be anchored in the forthcoming Framework Program for Research and Innovation (FP9)."
