"In Finland, negotiations with Elsevier, unlike other publishers, have also been sluggish. In June, Finnish researchers launched a call calling on researchers not to appoint Elsevier as referrals before a 'fair' agreement came into being. About 500 researchers have hitherto been behind the boycott.

Anna Lundén thinks the Finnish initiative is hopeful.

"The researchers are the publisher's primary target group. When the researchers see the big picture and not just their own part then it becomes really powerful.

The model that is now working with, paying extra to the publishers to unlock the articles, is actually a transition solution, emphasizes Anna Lundén. The future model is according to her that you only pay for publication, after which the article is freely available. But to achieve this and break the publisher's power, many demand a modified merit system, which does not focus on the so-called impact factor of magazines.

 

'You can not continue to grant research funding and hire professors based on the journals they have published in, but there must be researchers in the review boards who have actually read their research and can say that they are good."
