"Minister Frédérique Vidal announced the creation of a national plan for open science. The key is the creation of a fund that will promote open science and open data .

A national plan for "open science" aimed in particular at making scientific research, its data and publications freely accessible to all "to open the doors, to lower the barriers". This was announced on July 4, 2018 the Minister of Higher Education and Research Frédérique Vidal  on the occasion of a trip to Lille. This plan will notably include setting up "an obligation of diffusion in open access of the articles and works resulting from the research financed by call for projects on public funds ".
