As Craig Nicholson comments in Research Professional, according to a European Commission working paper of 7 June, from the next Commission scientific funding programme, covering the years 2021-2027, open-access publication fees in so-called hybrid journals (those that are subscription-based with an open-access publication option) will not be considered as reimbursable costs. In this way, the European Commission is making an important change in its policy and in practice will privilege 100% open access journals and repositories as the means of fulfilling its open access mandate. This decision has to do with the exorbitant prices of open-access publication fees for hybrid journals (which can reach more than 4000 euros per article) and is justified by the lack of real commitment of these journals to make a real transition to an international open-access model.
