Summary:

JDev2020: T5: Trust at the heart of Open Science: Certification of data repositories and services

The trust of users in data repositories and services, and of the organizations that fund them, is essential to the success of Open Science. In the section dealing with data, the National Plan for Open Science suggests: "Start a certification process for data infrastructures". The CNRS Roadmap for Open Science also mentions certification. In addition, even if a centre does not formally apply for certification, assessment and taking into account the certification criteria may improve its operation significantly.

The explanation why it is important to certify data repositories or services is the starting point of the discussion. We then explain the history of CoreTrustSeal (https://www.coretrustseal.org/), a "basic" certification framework for "trusted" data centers, where a Research Data Alliance Working Group has played a major role in merging the criteria and methodologies of two previous frameworks, the Data Seal of Approval (DSA) and the World Data System (WDS). It is further explained how the Strasbourg Astronomical Data Centre (CDS) organized the preparation of the applicaiton for certification, and a quick overview of the CoreTrustSeal criteria is presented. In conclusion, the value of certification is highlighted, as well as the role of RDA and the activities of the National RDA Node in France.
