From Google's English: "From the Latin American Association of Scientific Editors (ALAEC) we make a appeal to the scientific authorities, to the Ministries and Universities at the regional level, such as those responsible for the evaluation agencies, managers of universities and centers of investigation, so that they subscribe and comply with the Declaration of DORA (2013), with the recommendations on the use of indicators bibliometrics indicated in the Manifesto of Leiden (2015) and with the Helsinki Initiative (2019) about multilingualism.... In this context, we propose the following Actions: 1. Reestablish quality criteria, assessing: ● Publications with investigations relevant regardless of the area or thematic, the language, the audience to the which one is addressed or of its geographical scope; ● Contributions with a wide spectrum of academic and research contributions, such as innovation, replication, translation, synthesis and meta research; ● Open science practices, such as open access and open data, among others; ● Adoption of high ethical standards, publication quality and integrity scientific. 2. Value and stimulate the work of editors scientists and editorial teams, promoting their training and development, recognizing their role essential in the adoption and dissemination of good practices in scientific publication. recognize the legitimacy of the professionalization of the editor and the editorial team. 3. Ensure that magazines and publishers nationals do not lose the financial incentives and the flow of submission of manuscripts, allowing achieve and maintain high standards of quality and integrity in its editorial processes, mainly for publications they practice open science and multilingualism. 4. Strengthen, spread and protect infrastructures of scientific communication such as Latindex, SciELO, RedALyC, LA Referencia, among others, that favor open science, multilingualism and that can generate the metrics and indicators responsible for evaluating local science and regional. 5. Favor and value collaborative networks and the exchange between all actors in the ecosystem production and dissemination of knowledge: institutions, authors, reviewers and research agencies financing, etc, in the region...."
