From Google's English: "For all these reasons, the following Joint Declaration LATINDEX-REDALYC-CLACSO-IBICT is adopted in Mexico on December 15, 2017, which recommends the use of the Creative Commons Attribution-NonCommercial-ShareAlike license (CC BY-NC-SA , for its acronym in English) to ensure the protection of academic and scientific production in open access, and which aims to create, share, maintain and preserve the knowledge of the region."
