Summary:

"...India spends only 0.7% of its GDP on research. Can we afford to spend a huge amount as APC in this situation? Therefore, it is imperative to create an indigenous research publication framework with the main focus on ‘accessibility, affordability, equity.’

It is important to build an Indian Research Consortium (IRC). All research institutes, academic universities, HEIs, etc will be mandatory members of IRC. It will be funded through annual subscriptions from all member institutes. It can have separate sub-consortiums for each domain: science, engineering, medicine, social sciences, humanities, law, management, etc. This consortium will launch journals in all the domains, following a strong peer review process and best standards with high ethics and values.  IRC will be based on accessibility and affordability. By designing and developing this indigenous model we will make ourselves atmanirbhar in the journal publishing industry."
