And since no one can reasonably prevent widely available software, data or research findings winding up in China, it would put the brakes on open science and open technology from the U.S. too. If they survive Congress and a robust First Amendment challenge, these ideas would smother open innovation — and foster a global reliance on Chinese technology in the process. ..."
