“The Knowledge Exchange (KE) is a co-operative effort that supports the use and development of Information and Communications Technologies (ICT) infrastructure for higher education and research. The Knowledge Exchange partners are: Denmark’s Electronic Research Library (DEFF) in Denmark, German Research Foundation (DFG) in Germany, Joint Information Systems Committee (JISC) in the United Kingdom, [and] SURFfoundation in the Netherlands. The Knowledge Exchange partners express a common vision based on our four national strategies: 'To make a layer of scholarly and scientific content openly available on the Internet...' On 22 November 2011 Knowledge Exchange organised the workshop ‘Incorporating new developments in daily licensing practice: Setting conditions for open access, patron driven access, and data & text mining’. [An excerpt from the Executive Summary of the full report states, ‘New developments in higher education and research are having their repercussions in daily licensing practice. Examples are demands for perpetual access, usage of licensed content in course packs or virtual research environments, text mining and open access to publications... The workshop consisted of four presentations on current developments in licensing...’] Twenty experts on licensing negotiations from libraries and funding agencies from four countries attended the workshop. One of the presentations discussed the demands of data and text mining... The Knowledge Exchange Licensing expert group will work on how to implement all the provisions discussed. The suggestions will be incorporated in a meeting with publishers scheduled for March 2012...”
