City University London's publications policy, agreed December 2012

Summary:

The following recommendations are not intended to restrict the choice of journals available to City authors; although they will be subject to the policy of the providers of their research funds (where appropriate). It is realised that it will be necessary for the City Research Online (CRO) team to consider copyright limitations and other stipulations imposed by the publishers. It is noted that many providers of research funds (e.g. the UK Research Councils) insist that publications associated with research that they funded are made available on an open access basis. 1. It should be noted that the University's Executive Committee (ExCo) has already agreed that bibliographic data for all publications should be included on the CRIS section of CRO. It is recommended that we audit conformance to this policy. (Cass Business School is moving to this system from their current system.) 2. All publications submitted to the Research Execellence Framework 2014 (REF) should be included in full text form in the CRO repository (unless copyright reasons preclude this.) The sooner this takes place the better as it will increase the citation rates of these publications. 3. All publications published on/after 1 January 2013 should be included in full text form in the CRO repository.      a. Authors may request an embargo period. In this case publications should still be submitted to the CRO; they will be made visible automatically after the embargo period.      b. Authors may request a waiver and this will be granted without question. However, even in this case, publications should still be submitted to the CRO but they will not be made visible. 4. All PhD theses will be made available in full text format in the CRO repository; they may be subject to an embargo period (see 3(a)) or a waiver at the discretion of the Graduate Dean. 5. Publication lists that are used for cases for promotion and progression will only be considered on the basis of the bibliographic data published on the Current Research Information System section of CRO. 6. The university should move to providing individual webpages for academics in which list of publications are automatically sourced from CRO. 7. CRO should also support provision of information in an open way, where feasible, for reuse in web pages and other web services. 8. The block grant to cover publication charges to be received from RCUK should be distributed to Schools on a basis derived from the methodology by which RCUK distributes the block grant to universities. It is therefore recommended that the APC block grant is distributed in proportion to the amount of direct labour costs awarded on RCUK grants that they have received over the three years from April 2009 to March 2012.
