Other recent developments include Research Councils UK (RCUK) announcement that beginning in April 2013, scientific papers must be made free to access within six months of publication if they come from work paid for by one of the United Kingdom's seven government-funded grant agencies, which spend billions of dollars each year on research. Academic institutions, corporations, and government organizations use document delivery as a legal method for retrieving single copies of full-text papers from scholarly peer-reviewed journals when subscription access does not exist.
