Open Access: Academic libraries constrained by budgets

"Librarians, specifically those working in academic institutions, have watched with interest the development of this type of publication. The Directory of Open Access Journals (DOAJ), reference directory for scientific publications in Open Access, lists nearly 10,000 academic journals.   The arrangements for publication, within the Open Access, are varied: some items are published only in this way, others are peer-reviewed, and some are published simultaneously in a traditional journal managed by a commercial publisher.
