"By enabling the development of new broadcasting media, the revolution of the new technologies of information and communication (ICT) has encouraged the emergence of the open access movement in science. Its ambition is to allow rapid and equitable sharing of data and research products, irrespective of classical means of dissemination required by commercial scientific publishers. Southern countries there are unprecedented opportunities in terms of access to scientific information, publishing, but also in terms of exchange and valuation of their data and their work."
