"Markus Deimann, Jan Neumann and Jöran Muuß-Merholz have, with the support of the Donors' Association for German Science in a White Paper ( PDF ) an inventory of open teaching learning materials ( Open Educational Resources, OER submitted) at German universities and identified Potentiele for further development. The white paper is the third in a row to different applications of OER, the first was 2012 (2014 upgedates) White Paper on OER in education , followed by another to OER in education . Interviews that were conducted in the course of research for the White Paper, are partly as podcasts at open-educational-resources.de available. It is clear reference to the analysis of the authors that OER been in higher education still completely in the shadow of Open Access is, the demand for a free available of research results. So there is a decade confessions big science organizations such as the Deutsche Forschungsgemeinschaft (DFG) for the promotion of open access, but to date no official comment on OER. The delimitation and the intersections of open access and OER dedicated accordingly own subchapter (pp 32-33) ..."
