Ideas for this document come from across the OER community, following a 6-month drafting and feedback process. This document reflects the state of the OER movement through the eyes of its practitioners: what we need as a movement, what we agree on, areas where we differ, and opportunities for advancing OER globally. The Cape Town and Paris Declarations set the vision for the OER movement, including the value statements that form the basis for our work.
