[From Google's English] "In the framework of the UN Rio +20 Summit and the annual ministerial meeting of the UN Economic and Social Committee (ECOSOC) was again made ​​aware of the potential of science, technology and innovation and the importance of free knowledge sharing to promote sustainable development. However, despite the rapid technological advances could not be put into practice a free, free for the user access to research and knowledge today.UNESCO is committed to open access to scientific information and research results and promotes worldwide adoption of open access.  In this context, UNESCO organized in cooperation with the German Commission for UNESCO and the Netherlands Commission for UNESCO regional consultation on Open Access. The Regional Consultation for Europe and North America on 20 and 21 November 2013 in Berlin, connects to previous consultations for the region of Central and Eastern Europe (5 to 7 September 2012) and the Latin America and Caribbean region (5 to 8 March 2013). Expected 35 experts and government representatives will attend the Regional Consultation in Berlin ... The meeting will review progress in the implementation of the UNESCO Open Access strategy and analyze is used to plan the further implementation. Besides the exchange of experiences between Member States in the implementation of successful examples of open access strategy and future challenges will be identified. It should also Global Open Access Portal (GOAP) reviewed and suggestions for improvement are developed.  The aim is to identify trends and challenges so relevant actors can adapt their strategies and policy guidelines accordingly. Partnerships and collaborations between stakeholders should be formed to facilitate information and knowledge exchange through open access. Discussed the role of the EU -Commission and the Scholarly Publishing and Academic Resources Coalition (SPARC) and the Federation of All European Academies (ALLEA). With a view to developing and emerging countries should be developed instruments that can contribute to the spread of Open Access in the Global South."
