Use the link to access the full text editorial published in Learned Publishing, the journal of the ALPSP.  An excerpt reads as follows: " ... If you are of a military inclination, APC would mean armoured personnel carrier; if in biology, a variety of substances, some of them rather nasty, such as  adenomatous polyposis coli. If you’re interested in baking, as am I, just possibly it could be the American Pie Council(really, I’m not kidding – check out their website).In our area, APC also has a variety of expansions, but nearly all related to what has become known as ‘gold OA’ –- where payment is made to make an article or paper open access. I could be wrong, but it seems unlikely that there will ever be an agreed international standard on what the expansion is – I trust the relevant bodies have better things to do with their time – but a de facto standard might just emerge through usage ..."
