Summary:

"Knowledge in free access at the earliest stage and free (re) use of research results without restrictions: is the ambition of the proponents of the movement of 'Open Access.' Emerged as the logical and necessary consequence of the new informational vector that is the Internet, promoted by community initiatives, formalized by the Budapest Declaration of 14 February 2002 2 , the concept has gradually permeated the policies, particularly at European level 3 . The expected benefits are many: reducing duplication of effort, limiting the time spent searching for information, facilitated cooperation between researchers, improving 'the quality, relevance, acceptability and sustainability of innovation' 4 where ... the current system hinders research and innovation while limiting the spread of knowledge. Nevertheless, the movement confronts today to several difficulties and struggling to find its definition and its tools. First, development is now slowed by practices called 'predatory' companies seeking to 'surf' on the wave, marring the reputation of the model and questioning the quality of research generated. Meanwhile, the momentum that was born in response to the capture of scientific papers by a limited number of private publishers is hampered by the opportunistic behavior of the traditional players who remain impervious to its values. Thinking to the practical implementation of the Open Access paradigm is essential to his consecration as a credible alternative model. On the occasion of the theme THINK OWF, we will try to provide some answers to frequently critical issues such as the (s) model (s) economic (s) Open Access (gold open access, green open access, open access diamond, etc.), infrastructure and legal instruments available and / or those set up (licenses, libraries, infrastructure lines), strategic and governance issues in research centers, the problem of validating the research or the ownership of data and metadata search ..."
