From Google's English:  Abstract:  Accompanying an increasingly differentiated system of science, there are different models of scientific publishing work. For this report, the question of profit orientation or company size was not decisive, but we were interested in the mission and the mandate of the publishing work. By public-benefit publishing models we mean those that put collective and value-oriented action before individual profit orientation.

The focus here is on the immediate and long-term availability of publications as well as on collaboration and collegial exchange. In Germany, this form of publishing is currently realized primarily through university presses, institutionalized publishing (e.g. under the auspices of libraries, professional associations or research institutions) and through individual publications (journals, blogs). A large number of different actors always work together and exemplify - directly or indirectly - an understanding of scientific publishing that runs counter to the singular and competitive actions of large publishing houses. In an initial working definition, we therefore understand public service publishing as a model in which different actors such as publishers, publication projects, institutions and scientists join forces, make joint decisions and bring knowledge to the public under fair conditions.
