These costs can be incurred and billed very widely within an institution, making it difficult to reliably record all information-related expenses within an institution and hindering transparent cost management. The relevance of recording publication costs for academic institutions is demonstrated, for example, by the discourse surrounding the concept of the information budget (Pampel, 2019; Mittermaier, 2022; Pampel, 2019): In this holistic view of an institution's information-related financial flows, expenditures for publications should be integrated into budget planning alongside expenditures for subscriptions. Furthermore, the importance of considering the revenue side, e.g., through funding from funding agencies for publishing, is also emphasized. In 2022, the German Council of Science and Humanities recommended that scientific institutions establish an information budget by 2025 (Wissenschaftsrat, 2022). Recording publication costs may also be mandatory for institutions, for example, for funds accessed through the DFG's Open Access Publication Costs funding program ."
