Policy Trends and Challenges in Scientific Preprint Repositories

Abstract:  This paper reviews the international development trends of scientific preprint repositories; analyzes the relevant policy trends in current preprint communication from three perspectives: major international preprint repositories themselves, science and technology management departments represented by research funding agencies, and scientific journals; identifies five policy challenges confronting the development of China's scientific preprint repositories: unclear policy positioning, imperfect policy mechanisms, absence of high-level management policies, lack of support from journal publishing policies, and insufficient policy starting height; and finally proposes four policy recommendations for developing China's scientific preprint communication system.
