The Case for Connecting the Opens. A SPARC Europe Position Paper

Abstract:  This position paper launches a new European strategy to connect Open Science and Open Education, aiming to strengthen openness across European higher education and demonstrate the value of equitable access to knowledge. Connecting the opens is not just a matter of efficiency or compliance; it is a fundamental step towards a more impactful, equitable, and future-oriented higher education system. Our position draws on a literature review and a range of interviews conducted by SPARC Europe in late 2024 and early 2025 with rectors, vice-rectors/chancellors, and other senior leaders at thirteen higher education institutions in Europe.
