"This illustration is a visual argument for structural change toward a more sustainable Open Access scholarly communication ecosystem in Europe. It is primarily for national and regional Open Access policymakers, research funders, and other OA advocates.

On the left, find a depleted landscape: a scholarly communications environment dominated by a handful of powerful players, where access is walled, resources are strained, and the communities that produce knowledge find themselves increasingly exhausted and exploited. It is a barren terrain that sustains extraction, and less growth and innovation.

On the right, a different picture emerges.

This ecosystem is thriving, more balanced, connected, and collaborative. Large players still exist, but they share the horizon with others. Boats arrive and depart as innovation takes hold, bringing new ideas, new models, new possibilities."
