"Hybrid journals, such as The Lancet, are not currently compliant. Research funders that have signed up to Plan S have additional objectives. Wellcome, for example, has an ambitious vision to replace the diverse ecosystem of thousands of journals with one or two (discipline-specific) platforms. In this future, if journals continued to exist at all, they would only curate and comment on, but not publish, scientific papers. Plan S promises punishment too—scientists who do not comply with funder mandates will be sanctioned...."
